Led by Devang Corporation, this is a project designed to take birds-of-prey and make them into viable Yeerk hosts. It would provide the Yeerks with air-based shock-troops.

How would they do that, alter their brains?? That's sick! We should lead a revolt against them for animal cruelty or something, get them checked out by the police - that would slow them down.

Dudet, we own the police. So, a check up by the police would only result in more Controllers. And more speeding tickets, but that's beside the point.
And from what I've heard, the first thing to do is make holes strait through to their head, but then again I heard it from a Yeerk who heard it from another and somewhere down the line it was from someone in sciences.

I thought they didn't want to infest non-sentiant creatures? I thought you said it made them less intelligent or something. And you wouldn't want idiotic yeerks as front line troops. Besides, if they are going to all this trouble, why not just use them and not humans?

The only logical explanation that I can find is that the Yeerks want to make air-based shock troops, like flying Hork-Bajir. With the bird of prey's eyesight, they could easily spot suspicous activity and Andalites morphing.
