Its starvation. They need Kandrona to live. There are cons. 1) They could be useful in military opperations. Just let them infest the enemy. 2) There are people who are willing to take them as they are. 3) Some Yeerks are nice. 4) How can they help with sbterfuge if they're a Human or a puppy?
